Affrontare i due terribili gemelli: Library Journal pubblica l’indagine sui prezzi e l’andamento del mercato dei periodici 2012

library-journalLa rivista “Library Journal” ha pubblicato il suo report annuale sull’andamento del mercato dei periodici, che titola in modo efficace “Coping with the Terrible Twins – Periodicals Price Survey 2012″.

I due gemelli terribili da affrontare sono da un lato i tagli al budget che impediscono grandi possibilità di movimento e azione, dall’altro il costante e inesorabile aumento dei prezzi dei periodici. Pare che la capacità di inventiva dei bibliotecari non possa andare oltre.

L’indagine EBSCO “Library Collections and Budgeting Trends” condotta nel mese di febbraio 2012 su un campione di 395 biblioteche accademiche altamente rappresentative mostra come il budget assegnato sia rimasto stazionario oppure in calo (69%), che le prospettive per l’anno prossimo siano identiche (52%) o addirittura peggiori (22%). Per fare fronte a questa emergenza, molte biblioteche taglieranno i costi relativi alla spesa per i periodici cartacei (80%), per l’opzione print+online (63%), e per le monografie (55%).

Le strategie che verranno messe in atto per contrastare i terribili gemelli e i vari parenti che potrebbero presentarsi a reclamare un pezzo della già scarsa torta, comprendono

  • la dismissione dei Big Deal (per saperne di più, v. http://cibernewsletter.caspur.it/?p=15837) con tutte le difficoltà connesse alla scelta di quali titoli tenere e quali lasciare;
  • la dismissione degli abbonamenti ai periodici cartacei
  • l’aumento degli articoli (e delle riviste) disponibili ad accesso aperto
  • l’attenta considerazione delle statistiche d’uso delle risorse, al fine di ridurre le risorse non utilizzate
  • le azioni di boicottaggio dei confronti di quegli editori che si dimostrano poco attenti alle necessità di autori e istituzioni (v. “La primavera accademica” e il boicottaggio di Elsevier su The Cost of Knowledge), e molto altro ancora

SCOAP3: invitati gli editori alla gara d’appalto

SCOAP3 ha annunciato di aver invitato i maggiori editori di riviste sulla fisica delle particelle, che nei mesi scorsi si era detti d’accordo sui principi di SCOAP3, a una gara d’appalto. Tale operazione è il risultato di oltre un anno di lavoro in cui un team internazionale di esperti ha trasformato la proposta teorica di SCOAP3 in una serie di specifiche pratiche e in un accordo tra le parti chiaro e dettagliato.

Gli editori, incontratisi al CERN per discutere nel dettaglio il processo di appalto, dovranno fornire le proprie offerte entro la metà di giugno. SCOAP3 analizzerà le offerte pervenute individuando gli editori e le riviste a cui sarà appaltato il contratto per peer-review, open access e altri servizi editoriali. Il processo, altamente competitivo, terrà in considerazione il costo per articolo e un set definito di criteri di qualità.

I contratti verranno assegnati entro il terzo quadrimestre del 2012, mettendo in atto  nel corso del 2013 un’infrastruttura operativa e organizzativa che diventerà completamente funzionale nel 2014. Per rispettare il programma, SCOAP3 invita biblioteche, consorzi e agenzie di finanziamento della ricerca che si sono impegnati a sostenere l’iniziativa a seguire i progressi del progetto e la conclusione degli accordi tra i partecipanti, essenziali a far cominciare quest’iniziativa rivoluzionaria sull’OA

Il progetto PEER: presentati i risultati

Il progetto PEER (http://www.peerproject.eu) ha tenuto il 29 maggio scorso l’evento di chiusura dei lavori, evento che ha visto la partecipazione di oltre 100 esponenti del mondo dell’università, della ricerca, dell’editoria tradizionale.

Neelie Kroes, vice presidente della Commissione Europea Commissario per la Digital Agenda ha aperto i lavori (il testo dell’intervento è disponibile alla URL http://europa.eu/rapid/pressReleasesAction.do?reference=SPEECH/12/392&format=HTML&aged=0&language=EN&guiLanguage=en), ponendo l’accento sul successo della collaborazione tra autori ed editori dimostrata dai risultati del progetto, sulla necessità dell’accesso aperto non solo per i ricercatori ma per il progresso della scienza e della ricerca, e infine descrivendo la strategia verso l’OA di dati e pubblicazioni della CE:

  1. se la ricerca è finanziata con fondi europei, i risultati devono essere ad accesso aperto, non importa se con la pubblicazione su riviste o archivi aperti. Tale requisito verrà esteso anche ai dati della ricerca.
  2. gli stati membri riceveranno una raccomandazione sull’importanza di migliorare l’accesso, la gestione e la conservazione dei risultati della ricerca.
  3. il prossimo programma quadro Horizon 2020, con lo stanziamento di 80 miliardi di euro, darà la svolta all’innovazione europea, rendendo più agevole la ricerca di fondi e l’investimento nel futuro comune.

L’articolo si propone di analizzare il rapporto esistente tra la richiesta di documenti o di prestiti interbibliotecari e gli abbonamenti sottoscritti dagli enti richiedenti, oltre ad esaminare gli ultimi sviluppi nel servizio di ILL.

L’articolo si basa sull’analisi dei dati relativi al servizio ILL raccolti nel periodo 2005-2009 nelle biblioteche aderenti a NILDE (Network Inter-Library Document Exchange), grazie ai quali si può affermare che la richiesta di documenti da altre istituzioni non si configura come surrogato della sottoscrizione di abbonamenti, e viene mostrato come in Italia, nonostante la disponibilità di riviste elettroniche acquistate tramite accordi consortili, la vitalità dell’ILL sia indiscussa.
